  China Seeks to Strengthen Functional Zoning System for Balanced Development

International: Chinese Premier Li Qiang on Monday called for intensified efforts to optimize the spatial layout of agricultural, ecological, and urban areas and further improve the country`s functional zoning system to promote coordinated regional development.

Li made the remarks while presiding over a State Council study session focused on advancing the implementation of the functional zoning strategy and fostering integrated regional development.

He stressed the need to refine functional zoning and enhance spatial governance in a more targeted and sophisticated manner. According to Li, policy frameworks and institutional mechanisms tailored to different functional zones should be improved to guide regions toward differentiated yet coordinated development.

The premier noted that China`s coordinated regional development strategy, major regional initiatives, and new urbanization drive are all key national strategies based on territorial planning. He called for better integration of the functional zoning strategy with other major national development plans to ensure their coordinated implementation.

Li also underscored the importance of improving the implementation mechanism for the functional zoning strategy, strengthening coordination among government departments and local authorities, enhancing supporting measures, increasing policy integration, and promoting greater synergy in the overall effort.

During the session, Feng Jie, an academician of the Chinese Academy of Social Sciences, delivered a lecture. Vice Premiers He Lifeng and Liu Guozhong, as well as State Councilor Shen Yiqin, also addressed the meeting.
