Law, Justice and Parliamentary Affairs Minister Advocate Md. Asaduzzaman on Saturday clarified that the implementation of the July Charter is independent and has no connection with whether a referendum is cancelled or not.

Speaking at the inauguration of a canal excavation program at Dhaora village of Shailkupa upazila in Jhenaidah district, the minister said, “The July Charter is distinct, self-contained and fully operational. Its enforcement is determined by the Parliament itself, as clearly outlined within the charter. Therefore, the status of a referendum does not affect the validity or implementation of the July Charter.”

He added that BNP embraces the July Charter both in spirit and principle, believing it to be a document reflecting the sacrifices of students and citizens in July-August 2024.

“BNP considers it a charter of liberation for the people of this country,” the minister said.

Addressing misconceptions, the minister emphasized, “Those claiming that the July Charter will be nullified if referendum is cancelled are spreading false and misleading information. The charter explicitly states that it must be implemented through constitutional amendments.”

Commenting on the opposition’s role in Parliament, the minister criticized their actions, saying, “Instead of debating which measures will become law, they boycotted the President’s address and now want to spend 50 hours discussing it. This reflects their hypocrisy and true character.”

On the ongoing fuel crisis, the minister highlighted misuse, noting that some individuals are collecting fuel from multiple points on the same day, storing it in bottles and drums, and returning for more.

He warned that under Section 25 of the 1974 Special Powers Act, the government may impose strict penalties if necessary.

He urged law enforcement and administration to act decisively, assuring them of support from organizational leaders.

In his remarks, State Minister for Water Resources Farhad Hossain Azad stressed the importance of canal and river excavation and clearing encroachments to protect the country’s waterways.

He noted that Prime Minister Tarique Rahman will participate in the canal excavation program at Shailkupa upazila of Jhenaidah district between April 18 and 20.

The event was attended by district and upazila officials, including District Council Administrator Abdul Majid, Deputy Commissioner (DC) Abdullah Al Masud, Superintendent of Police Mahfuz Afzal and BNP leaders.
